Hong Kong Port Trust,

Draft Ordinance has now been revised by Colman and considered by Consultative Committee. As 2000 as Bill has been examined by my Legal Advisers, copies of it, with my comments, those of the Committee and any other relevant documents, will be forvarded to you by early air mail.

2 As the next etage must be that of further consideration in Hong Kong, you will presumably wish Colman and also Secretary-designate (Melmoth) to proceed there at fairly early date, Please telegraph when they should arrive an that arrangements may be mais for their passages,

3 In view of the changes and lapse of time since the proposals in the Owen report were considered by the Executive Council, a reconsideration of the main proposal for the creation, of a Port Trust would appear to be necessary s if Executive Council advise in favour of that proposal 1t should, I consider, then be brought before the Legislature for discussion as a matter of principle before any legislation is introduced, The importance of the port in Hong Kong economy and the social and political adjustments necessitated by wer (e.g. the constitutional changes which you are now considering) clearly make it most desirable that all practical methods of control and operation of the port, should be thoroughly investigated before any decisive step is taken, You will no doubt therefore consider whether the necessary measure of reform could not be secured and previous deficiencies in port arrangements remedied by some modification of the existing system of governmentel control.
